Also I’m Asian my skin isn’t dark but it also isn’t truly fair. It is for my facial hair that is dark and quite fine.

From what I’ve read it’s definitely IPL, or even I2PL which is filtered light and even better.
I think IPL is better, but there is a further advanced technology that i have recently heard of, thermicon technology, which is painless and a permanent hair removal. I have heard A lot about it and it seems very promising.
